The OECD / World Bank paper "Beyond Public Scrutiny: a stocktaking of social accountability initiatives in OECD countries" profiles 40 government accountability programs, including interesting examples of participatory budgeting in Belgium, Germany, Portugal, Spain, France, the Netherlands, Switzerland, and the UK.
